H. Stewart (Stu) Van Scoyoc
H. Stewart Van Scoyoc is Chief Executive Officer of Washington,
D.C.'s largest independent government affairs group, the Van Scoyoc
Companies. Stu has created an unparalleled team of 90 professionals
serving more than 300 clients in their interaction with federal
and state governments. In 1990 Stu founded Van Scoyoc Associates (VSA) with a focus on congressional
appropriations and taxation, expanding quickly to more than twenty
practice areas, ranging from biotechnology, defense and education,
to areas such as financial services, energy and telecommunications.
In 1994, he established The Implementation Group (TIG), which specializes
in opportunity identification and capture strategies for federal
grants and contracts.
In 2000, Stu created Capitol Decisions, Inc. (CDI) to provide government
relations and public affairs counsel in the specialties of health
care, grassroots advocacy, and community development.
Finally, in 2002, Stu formed the law firm of Van Scoyoc Kelly PLLC
(VSK) to provide counsel for military and other government contractors
as well as for general commercial transactions.
Stu's expertise is based on a consulting career which includes
eight years at the prestigious Charls Walker Associates and several
years in the Washington office of the Du Pont Company.
Van Scoyoc earned a Bachelor of Science degree in chemical engineering
from Lehigh University in 1969, where he also received the Alpha
Phi Omega award for leadership and outstanding service.

Joseph G. Danek
Joseph Danek is the Senior Vice President of The Implementation
Group, Inc. As TIG’s Senior Vice President, Dr. Danek provides
consulting services to universities, schools and other not-for-profit
organizations in science, mathematics, and engineering education
and research improvement. He has a broad understanding and extensive
experience in designing, implementing, monitoring, and evaluating
research and education initiatives and R&D improvement strategies
through his work at TIG and the National Science Foundation (NSF).
Dr. Danek also serves as the Executive Director of the EPSCoR
Foundation, a not-for-profit organization established by the 21
EPSCoR states, the Commonwealth of Puerto Rico, and the Territory
of the U.S. Virgin Islands, to support their efforts to enhance
their scientific and technological capabilities. As Executive Director,
Dr. Danek acts as a national spokesperson for the EPSCoR states
and a consultant for developing competitive proposals and improving
institutional R&D infrastructures.
Prior to his position at TIG, Dr. Danek spent 26 years at the
National Science Foundation. As a Senior Executive with the NSF,
Dr. Danek served as Director of the Office of Systemic Reform. This
office had an annual budget of over $140 million. In this capacity,
Dr. Danek directed three NSF educational initiatives: the State-wide
Systemic (25 states); the Urban Systemic (25 cities); and the Rural
Systemic (8 regions). In addition, he also had responsibility for
directing the Experimental Program to Stimulate Competitive Research
(EPSCoR). Prior to this, Dr. Danek was the Director of Human Resource
Development Division, where he was involved in designing and directing
the NSF’s initiatives to increase the participation of minorities,
women, and persons with disabilities in science, engineering and
mathematics. Dr. Danek also served on several inter-departmental
senior management teams.
Dr. Danek earned his B.S. degree from Mount St. Mary’s College
(Maryland) and his Ph.D. in science education from the University
of Maryland, College Park.

Andrea R. Boldon
Andrea Boldon serves as Associate Vice President for The Implementation Group, Inc. (TIG). Boldon provides critical support in the areas of research and analysis, strategic planning, client management, proposal development, and communications. Her work includes conducting institutional capacity assessments as well as working with educational institutions and organizations to prepare competitive education and research proposals.
Prior to joining TIG, Boldon served as Press Assistant for the U.S. Senate Special Committee on Aging.
She earned her undergraduate degree from James Madison University and received her master’s degree in social work from Hunter College in 2000.

James B. Hoehn
Jim Hoehn is Senior Associate of The Implementation Group, Inc.
At TIG, Mr. Hoehn provides consulting services to universities,
colleges, and non-profit organizations in the management of science
and technology enterprises. He has extensive experience in the design,
implementation, and management of research improvement initiatives
through his thirty-year career as a senior manager at the National
Science Foundation (NSF). His particular expertise at NSF was in
working with high visibility projects that had been mandated by
Congress.
From 1991 to 2003, Hoehn was first Senior Program Director and
then Head of NSF's Experimental Program to Stimulate Competitive
Research (EPSCoR). The mission of EPSCoR was to increase the success
of researchers in 22 states and two territories who were competing
for federal R&D funding. Based on the success of this effort, Congress
gave NSF EPSCoR an eleven-fold funding increase, and initiated EPSCoR-like
programs in six other agencies. The success rates and funding of
individual researchers increased dramatically. As Chair of the EPSCoR
Interagency Coordinating Committee, he coordinated the federal-wide
EPSCoR effort.
Prior to joining EPSCoR in 1991, Mr. Hoehn headed NSF's Science
and Engineering Activities Office, where he oversaw congressionally-mandated
assessment studies of the academic research facilities, instrumentation,
and funding. Hoehn worked closely with senior university and agency
officials so that these analyses could inform the budget planning
processes at both the federal and state levels.
He also worked for USDA's Economic Research Service. As an undergraduate,
Mr. Hoehn attended the University of Maryland € College Park, and
did graduate work on the management of science and technology at
the American University.
